The Lisbon City Council is the executive body of the municipality and its mission is to define and implement policies that promote development. Lisbon is the capital city of Portugal, incorporated in a metropolitan region with 2.8 million people. Every day, the number of users swells from the 547 thousand residents to 925 thousand people, due to the home-work and home-school pendular movements. The region concentrates a large number of companies, close to 333,000, with a high level of technology and research. This is where over 50% of the country’s total expenditure on R&D is focused. This city with an ancestral history receives over 4 million visitors every year, with over half coming from markets abroad, in particular Spain, Brazil, France, Germany, United Kingdom and Ireland.
